Moody Goddess by Motoi Sakuraba - Star Ocean: Till the End of Time
Star Ocean 3 was a big disappointment for many people, but it did have one reliably good point - the music. I especially like this big band jazz piece since that style is pretty rare in games, and even more so for a final battle in an rpg.
